Baily Garner were appointed by a G15 Housing Association in 2015 to assist in negotiations for a Lease and Construction Agreement to procure 89 Affordable Rent flats from Westfield, forming part of Phase 2 of the retail development at Westfield. The residential block consisted of two conjoined blocks of 12 & 17 storeys over a three storey basement car park and plant space adjacent to the new retail development.
During the course of negotiations and re-structure of the business plan the housing association pulled out of the arrangement and London & Quadrant were subsequently selected as the preferred bidder by Westfield. This led to our appointment to assist in negotiations and monitor works to completion, also certifying relevant payment stages and quality control.
The development scheme was highly complex, inclusive of a CHP system with EON which was conjoined with the heat supply to the shopping centre, a three storey basement car park below the main residential block and a high quality façade and construction proposal.
Negotiations on the specification and lease agreement were complex as this was the first residential development undertaken by Westfield. Negotiations were successful and Westfield also gained a significant understanding of residential considerations, specification requirements, compliance details and a need for a customer services offer post completion. During the works concerns on quality were highlighted by Baily Garner and were responded to positively by the developer, producing a high quality end product.
The scheme successfully handed over to London and Quadrant in January 2019, with residents moving in within a week of Practical Completion, providing much needed tenancies for residents of London Borough of Hammersmith and Fulham.
