We were appointed by Poplar HARCA to facilitate and run the tender exercise for selection of a Joint Venture development partner for the regeneration of the Teviot Estate. The site lies in the east of the London Borough of Tower Hamlets.
We have been involved with the project from the beginning, ahead of Poplar HARCA carrying out a residents’ ballot resulting in 86% of residents supporting proposals to regenerate the estate. During this process, a variety of promises were made to the residents regarding the results of the regeneration.
We facilitated a series of workshops to develop a vision and critical success factors utilising value management techniques. We met with Poplar HARCA and Trowers & Hamlins, lawyers advising on the procurement, to develop a set of tender documents that would test the ethos, vision, skills and experience of potential partners in order that we could select a partner that best met Poplar HARCA’s requirements and would ensure the resident commitments are delivered.
As a result of this, we identified that social value was intrinsic to the scheme; construction works will be over 15 years so it is imperative that the residents experience enhanced benefits of the development both during construction and beyond completion.
Under the Competitive Procedure with Negotiation (CPN), we managed the threestage tender process, which resulted in a shortlist of three potential partners, who we met with to negotiate their final offers. During this process and the analysis of the final offers we consulted with a steering group of residents. Subsequently, Hill were appointed as JV partner for the scheme.
Following our successful performance in advising on the JV procurement, we have been appointed as JV Supervisor, to ensure the successful integration of the JV team, to act as a health check on the key metrics and to facilitate effective delivery of the promises made to residents throughout the procurement process.
