Morris Walk Estate was built between 1964 and 1966 to provide 562 council flats but has been demolished to implement phase two of the ‘One Woolwich’ scheme.
The scheme, which is being delivered by Lovell Homes, includes 766 units of mixed tenure across the London Borough of Greenwich.
Greenwich Council will take ownership of 175 social rent units on the north side of the estate, a development known as Trinity Park, while PA Housing will acquire 129 units, with an additional 124 on the south side development, known as Trinity Rise.
Greenwich Council and PA Housing appointed Baily Garner separately as CDM Advisor to ensure there are processes and procedures in place for works to be completed in a safe manner, with the risk of accidents either eliminated or reduced as much as possible. Our appointment was in connection with RIBA Stage 5, with Lovell Homes as the Principal Contractor for works on both sides of the estate.
On such a big site, traffic management has been key to reducing the risk of collisions and potential danger posed to pedestrians by large construction vehicles. Baily Garner’s CDM team ensured there was a traffic management plan in place, conducting a thorough review to verify the inclusion of pedestrian routes with physical barriers to keep them away from hazardous vehicles.
With the works ongoing, Baily Garner is maintaining a regular schedule of site safety inspections to identify areas for improvement, ensuring key project paperwork such as the Construction Phase Plan and Fire and Emergency Plan are kept as live documents and regularly reviewed so they remain relevant as the project progresses into different phases. During our safety inspections, we are also checking that there are sufficient levels of supervision on site to ensure operatives are following the instructions given by their supervisors, as well as the procedures and recommendations provided within the Risk Assessments and Method Statements for all activities on site.
Due to the site layout, our main challenge has been ensuring that the site inspection reports that each client receives include only the observations and photographic evidence related to the properties of which they will take ownership. Both clients have been impressed with our work across the sites, and as a result we’ve been appointed as CDM Advisor on another, similar scale project for PA Housing.
