Baily Garner were appointed Client Representative, under a PPC Form of Contract, to deliver extensive internal and external refurbishment of 9 no.1920s walk up blocks on Clapham Park Estate. Detailed surveys and extensive resident consultations established the main issues to be addressed, with an extensive Value Engineering exercise following to reduce the cost per unit by 35% in line with budget limitations. We led the final contract negotiations, adopting a detailed cost benchmark process against similar schemes we were involved in to establish value for money, also utilising advanced Risk Analysis software to increase cost certainty of the Contract Sum.
Refurbishment works included new windows, roofs, lifts, external repairs, redecoration and associated landscaping to the 9 blocks of 245 leasehold and tenanted units. Internal improvements in the 166 tenanted units included kitchen and bathroom renewal, internal decoration, electrical re-wire and heating system upgrades, together with thermal dry lining works resulting in an average 60% reduction in energy bills. Robust programme management ensured that a full decant of a number of blocks was achieved, in liaison with the client and contractor, with regular project meetings and detailed monitoring on site. Works completed in December 2015, reinvigorating the estate into a safer, warmer and more welcoming place.
