Between 2010 and 2014 Baily Garner delivered the external refurbishment of 120 street properties forming part of a stock transfer from the London Borough of Lambeth to Community Trust Housing (part of Network Housing Group). Properties were typically Victorian, many Listed or within Conservation Areas. We undertook detailed building surveys, full design and specification preparation, tender action and analysis and post contract administration (including defects management), utilising advanced survey techniques, including the use of Upshot technology to assess the condition of inaccessible roofs and rear elevations.
A number of Leasehold tenure units were included for refurbishment, along with non-Leasehold units given priority due to their poor condition. Separate non-Leaseholder programmes were established to avoid delays with statutory consultations and properties were allocated to phases by tenure, priority and location. Best practice principles identified in early stages were adopted, enabling later stages to be subject to a negotiated tender with the original contractor and commenced within a shorter timescale following production of our Value for Money Statement. Surveys were completed across the entire stock at an early stage to enable accurate tender documentation and pricing.
