Circle Housing appointed Baily Garner as Client Representatives to deliver the retrofit of 20 PRC I Cornish Homes and 2 PRC II Flat Blocks in Westcott, Dorking. Built post WW2 of pre-fabricated construction and deemed defective under the Housing Defects Act 1984, Baily Garner completed a detailed feasibility study of the homes identifying sub-standard internal conditions, key building components reaching end of life and outdated M&E installations. Our detailed options appraisal for the units included minor repairs, external wall insulation and full mortgage warranted repairs. The option chosen by the Client for the ‘Cornish units’ was to install external wall insulation, renew roof coverings, windows and doors and upgrade M&E installations.
Let on a Term Partnering Contract 2005, works commenced in July 2014, with Baily Garner also providing Clerk of Works services to manage and drive works to completion. With buildings located on a narrow road, careful planning and programming of deliveries and works ensured minimum disruption to residents. Homes were refurbished to a 30 year life expectancy standard creating a light, vibrant feel to the street, with properties also benefitting from considerable reductions in CO² emissions and lower energy bills, raising SAP ratings from E to C. Residents were updated throughout the scheme via newsletters and a Resident Liaison Officer.
